Born on June 11, 1971, in Baku.
He studied at a secondary school from 1978 to 1988.
In 1988, he was admitted to the Faculty of Industrial Economics and Management of the Azerbaijan State University of Economics.
He graduated in 1993, obtaining the qualification of Economist.
From 1998 to 2002, he studied at the Faculty of Law of Baku State University, earning the qualification of Lawyer.
From 1994 to 1998, he studied at the postgraduate (aspirantura) program in Management at the Azerbaijan State University of Economics.

From 1993 to 1994, he worked at the Department of Management of the Azerbaijan State University of Economics as a Laboratory Assistant, Senior Laboratory Assistant, Lecturer, and Senior Lecturer.
From 2005 to 2014, he served as Deputy Dean of the Faculty of Business Administration.
Since 2014, he has been acting as Dean of the Faculty of Business Administration.
Since 2010, he has held the position of Associate Professor at the Department of Management of ASUE.
He is currently a Senior Lecturer at the Department of International Economics and Business of UNEC.

In 2002, he defended his candidate dissertation in the specialty 08.00.05 – Economics and Management of the National Economy and was awarded the academic degree of Candidate of Economic Sciences.
In 2012, he was awarded the academic title of Associate Professor.
