He was born in 1961 in the Sadarak district of the Nakhchivan Autonomous Republic.
In 1987, he graduated from the Azerbaijan Institute of National Economy (now the Azerbaijan State University of Economics).

Until 1991, he worked within the system of the Ministry of Trade.
Since 1991, he has worked at the Azerbaijan State University of Economics as Senior Laboratory Assistant, Lecturer, Associate Professor, and Vice-Rector.
In 1995, he defended his dissertation and received the academic degree of Candidate of Economic Sciences, and in 2004 he was awarded the academic degree of Doctor of Economic Sciences.
Until 2015, he served as Vice-Rector for Science and Information Technologies at the University of Economics.
He was the Editor of the scientific-theoretical journal “Economic Sciences: Theory and Practice.”
Currently, he is Professor (0.5 position) of the Department of Economics at UNEC.

SCIENTIFIC WORKS
In 1997, he was awarded the Honorary Diploma of the Ministry of Education.
In 2003, he received the “Golden Pen” award.
According to the Decree of the President of the Republic of Azerbaijan dated September 26, 2011, he was awarded the honorary title “Honored Teacher” for his contributions to the development of education in Azerbaijan.
