He was born on June 15, 1954, in the Zangilan district.
In 1970, he graduated from Secondary School No. 2 in Zangilan city, and in 1976, he graduated from the Faculty of Applied Mathematics at Baku State University.
From 1976 to 1983, he worked at the Institute of Cybernetics of the Azerbaijan Academy of Sciences.
In 1977-1978, he completed an internship at the Institute of Economics of the State Planning Committee of the Republic of Lithuania, and in 1980-1983, he was admitted to postgraduate (aspirantura) studies at the Institute of Cybernetics of the Azerbaijan Academy of Sciences. During this period (1981-1983), he was seconded to the Moscow Institute of Management.
Between 1984 and 1988, he worked at the Department of Automated Control Systems of the Azerbaijan Academy of Sciences; between 1988 and 1991, he held various positions at the Baku Higher Party School.
From 1991 to 1999, he served as Senior Lecturer, Associate Professor, Head of Department, and Dean at the Baku Institute of Social Management and Political Science.
From 1999 until April 3, 2014, he held the positions of Head of Department and Dean at the Academy of Public Administration under the President of the Republic of Azerbaijan.
From April 3, 2014, to November 18, 2025, he served as Director of the Academic-Methodological Center at Azerbaijan State University of Economics.
Since November 18, 2025, he has been appointed Advisor to the Rector for Academic and Methodological Affairs at Azerbaijan State University of Economics.

He is the author of nearly 40 scientific articles and co-author of six books, including “Game Theory” (teaching manual, 1995), “Municipalities as an Organizational Form of Local Governance” (1998), “Municipalities in Azerbaijan: Initial Experience, Key Problems, and Development Prospects” (2004), “Reforms in Public Administration: Achievements, Problems, and Prospects” (2005), “Public Administration: Explanatory Dictionary” (2006), and “Theory of Public Administration” (textbook, 2010).

By the Decree of the President of the Republic of Azerbaijan dated September 24, 2020, he was awarded the 3rd degree “Emek” Order on the occasion of the 90th anniversary of Azerbaijan State University of Economics and for his contributions to the development of education in Azerbaijan.
